as regards the technical training of the artisan class can be adequately met only through the establishment by Government of a well-equipped Technical School.

In view of all the facts under review we consider that the University has no special call at this juncture to formulate any new policy, any marked departure from its present methods and arrangements. But at the same

time we strongly recommend to the University as a whole, and to the Engineering Faculty in particular, an attitude of alertness and open-mindedness, a readiness to meet bona fide criticisms from competent critics, and a willingness to cooperate in any constructive schemes for the technical progress or general welfare of the Colony.

We do not claim to have dealt exhaustively with the numerous questions and problems raised by the Government Report, but we trust that the above paragraphs may prove of service to the Senate as a basis for its further deliberations.
